We understood from that conversation that CMS is including measures that are in current use by CMS in the Universal Foundation set of measures. There is one obesity related measure that is in current use by CMS, the “Preventive Care and Screening: BMI Screening and Follow Up Plan” measure in MIPS. We were told by CMS that if the stakeholders from the roundtable wanted to get behind this measure, it could be submitted for consideration to the UF working group. The working group discussed the pros and cons of recommending this measure for the CMS UF set of measures. One consideration is whether this obesity measure could be replaced if a better measure for obesity is developed. CMS was not able to clarify how difficult it will be to change or update a measure after it is adopted by the UF. We were told that CMS is planning on updating the UF measure set regularly, but that process has not yet been determined. There is also no set cap on the number of measures in the core set at this time. We recommend that we take the working group’s discussion back to CMS and ask them to consider including the Preventive Care and Screening measure in the UF core set of measures. There is no guarantee that they will do so, but it continues to put the pressure on CMS to consider obesity measures.
